John J. Powell, CFI
Principal/Investigator since 1987
John Powell has been associated with the Fire Service for 38 years and has been investigating the cause of fires on a full-time basis for the last 26 years, initially as a Fire and Arson Investigator for the City of Portland and for the last 18 years as an owner/investigator for C&O Services, Inc.
Although C&O Services is involved in the investigation of all types of residential, commercial, and industrial fire losses, John’s background in mobile equipment fire investigation has resulted in his involvement in examining fires in trucks, construction and other commercial vehicles, logging and heavy equipment, and automobiles across the continent for insurance companies, attorneys, manufacturers, and government entities. email
Lynn C. Davis, CFI
Principal/Investigator since 1994
Lynn Davis served 28 years with the Portland Fire Bureau as a Fire Officer, Arson Investigator, Chief Fire Marshal, and Acting Chief of the Bureau. He has been in private practice with C&O Services since 1994 and has investigated over 1100 fires for C&O Services, not including the hundreds of fires he investigated while with the City of Portland. Lynn specializes in the investigation of commercial, residential, marine, and automobile fire losses. Lynn has earned a B.S. in Administration and an A.A.S. in Fire Protection, and is a Certified Fire Investigator through the International Association of Arson Investigators. Lynn is also the instructor for Advanced Fire Investigation at Western Oregon University. email
David H. Harms, CFI
Investigator since 1998
David Harms served 25 years with the Portland Fire Bureau as a Firefighter, Emergency Medical Technician, Inspector (Code Enforcement), Hazardous Materials Response Team Member, and Arson Squad Investigator until his retirement in May 1998 when he immediately joined C&O Services as an investigator. Since then, David has investigated over 500 fires, not including the hundreds of fires investigated for the City of Portland. David has earned an A.A.S. in Fire Protection, earned certification from the International Fire Code Institute, and is certified by the IAAI as a Certified Fire Investigator. David specializes in residential, automobile, commercial, and marine fire losses. David is a volunteer for the American Red Cross. email
